Víctor Muñoz is an Industrial Engineer, MBA, and expert in Digital Transformation. 

He is an entrepreneur and angel investor in technology-based companies. He is the founder of Argia Green Tech and Economics, Guarumo, and 1doc3. He is an operating partner at EWA VC, a venture capital fund focused on creating impact with a gender perspective. Muñoz serves as a board member for EDN – Fintech, is a member of the board of directors at Universidad Jorge Tadeo Lozano, an affiliate of Harvard University’s Berkman Klein Center, and a visiting fellow at the European Council on Foreign Relations. 

In 2018, he became Colombia’s first Chief Information Officer (CIO) and later, in 2021, was appointed Director General of the Presidency of the Republic. He promoted the adoption of cloud computing, cybersecurity, IoT, and AI technologies, leading initiatives like the National COVID-19 Vaccination Plan, post-COVID economic recovery, and peace agreement implementation. Muñoz spearheaded the ethical AI framework adoption in Colombia and led the mission of international experts that defined the country’s AI roadmap. In 2020, he was recognized by Apolitical as one of the "Agile 50: the 50 most influential people in the world in the governance revolution" for his work in digital transformation.
