Chilling Effects is premised on the concern that law works indirectly and over-broadly, to block activity it's not expressly aimed at. After five years of examination, we look at these effects both in the specific fields of online expression Chilling Effects covers, and more broadly (chilled innovation in software and hardware development, chilled investment in networked technology or media). We can also invite some skeptics who doubt that the chill is real or a serious problem.
